The Standardisation Testing and Quality Certification Directorate (STQC) was mandated by the Department of Information Technology to develop a Quality Assurance Framework (QAF) for all eGovernance projects to be implemented under the National eGovernance Plan (NeGP) of the Government of India. The QAF was developed in conjunction with German Technical Cooperation (GTZ), which is active in India on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

The project included developing a brand identity for the QAF, as well as the design of the report. The three checks contained in a circle imply the success of an eGovernance project when the QAF is implemented. It was further used as an icon in charts and illustrations in the QAF report.
